Yes, it's a different colour...

But seriously - assuming you do mean actual foil made of thin aluminium, then yes, a colouring layer has been applied tot he non-silver version. See All Categories On Alufoil Products Co., Inc. 

If on the other hand you mean "kitchen foil" vs "gold leaf" then the difference is the material - kitchen foil is aluminium, gold leaf is very thin gold!

The manufacture of aluminium foil is fascinating - the reason it has a dull side and a shiny side is that it is pressed between rollers as pairs of sheets which are then separated. The outer side is dull and the inner is shiny.
